Zhejiang Provincial Center for Disease Control and Prevention (Zhejiang CDC), formerly named ‘Zhejiang Provincial Hygienic and Anti-epidemic Station’ founded in 1953, was renamed and established in June, 2000. The center is a purely social welfare and nonprofit institution led by Zhejiang Provincial Health Bureau and it takes the responsibility of technical management of public health for the government. It also works as Zhejiang Provincial Health Inspection Testing Center, Zhejiang Provincial Poison Control Center and Zhejiang Provincial Preventive Medicine Research Center. The center was awarded as ‘National Civilized Unit’ in January, 2009.
　　On December 20th, 2007, Zhejiang CDC relocated to the new site – 630 Xincheng Road, Binjiang District, Hangzhou City. The total floor area of the new building covers 45,000 square meters, of which 22,000 square meters for laboratories. Until the end of June, 2009, there were 332 enrolled staffs, 88.25% of whom were specialized professionals, and 28.61% of whom are with master or higher degree. The personnel with senior professional titles account for 31.02%. One staff was honored as ‘Deputy to the National People's Congress’, and 5 staffs were awarded with ‘National or Provincial Model Workers’ and ‘Outstanding Worker’. There are also 12 experts who win the ‘State Council Special Allowance’ successively. Zhejiang CDC is composed of 10 administrative departments and 19 technical departments, which take 7 kinds of responsibilities of disease control and prevention, public health emergency response, epidemic and health information management, surveillance and control of health risky factors, health education and promotion, lab tests and assessment, and technique management and application research.
　　During the last decade, the center has been implementing the guideline of ‘prevention first’. The whole staffs are harmonious, pragmatic, innovative, dedicated and carry out the disease control and prevention actively. The canter has made important progress and achievements in the areas of major communicable diseases control, and the development of public health emergency response system. The children’s immunization program has been further expanded; the chronic disease management has been deepened; health promotion has been improved continuously; endemic and parasitic diseases control measures has been developed; and surveillance methods of health risky factors has progressed steadily.
　　In recent years, the center’s level of research and development has been raised remarkably. 306 research programs have gained different grants, 39 of which are of national level, 59 of which are of provincial or ministerial level and 117 of which are of department level. The research staff won 78 different kinds of awards and 5 certificates of new drugs or vaccines which include the ‘double-titer inactivated vaccine of hemorrhagic fever’. The center has established 3 provincial key laboratories, 4 key research subjects or labs and 1 key subject group of department level. Furthermore, the center has entered the Zhejiang Collaborative Platform of Large Science Instruments and Equipments and Application Research Base of Experimental Animal.
　　Presently, there are 2 independent BSL-3 labs, 23 BSL-2 Labs and 6 standard PCR labs in the center. All these labs passed the National Laboratory Accreditation in 2002 and obtained the National Metrology Certificate in 2004. Currently, the labs conduct 916 licensed tests, and are capable of issuing tests reports with 1470 standards. The center is also qualified by National Ministry of Health and Provincial Health Bureau as the Administrative Tests Institution of Health Related Products, to perform Occupation Diseases Assessment of the Construction Projects, Technical Services of Occupation Health, Chemical Poison Appraisal, Technical Evaluation of Health Assessment of Central Air Conditioning System in public place, and Administrative Permitting Institution of Cosmetic Tests.
　　Under the leadership of Zhejiang provincial Party Committee, Government and Health Bureau, Zhejiang CDC sticks firmly to guideline for ‘Building Healthier Province’; sets ‘first-class administration, intelligence, technique and performance’ as its goal, seizes the opportunity of performance evaluation and makes great efforts to promote its cultural and ideological progress, strengthen technology innovation and personnel training, standardize professional activities, enhance abilities of disease monitoring, detecting and treatment. Due to its brilliant achievements of performance, the center was honored as ‘Distinguished Unit’ by Disease Control and Prevention Bureau of National Health Ministry recently. We will further improve our capabilities, and strive to protect people’s health and well-being in the province.
